Allow for reloading of config file

A year later I will finally pick it back up! I'm going to introduce auto-reloading (with an option to disable it), this is a milestone for 1.1 though.

Implement the logic for anything other than GET requests.

The 2.0 branch and the apimode setting fixes this issue pretty much.

Migration from PWS/1.4.0 / Amethyst-b0001-0038 to Amethyst-b0039+

pywebsrv.conf is completely gone. Now only amethyst.conf exists. Most functions using the old config file will still work if they are put in the globals tag.
